Elon Musk's Standoff with French Authorities Over X
Elon Musk, the owner of the social network X, recently decided not to attend a voluntary hearing organized by the Paris Prosecutor's Office. The office confirmed that its investigations would proceed regardless of Musk's participation.
Investigations into Algorithm Manipulation
According to The Wall Street Journal, citing the U.S. Department of Justice, Musk has expressed no intention of cooperating with the French judicial system. He believes that the investigation aims to exploit French criminal laws to regulate a platform designed for free expression.
The inquiry began in January 2022, following allegations that X's algorithms were manipulated to influence political discourse in France and promote denial of the Holocaust. Eric Bothorel, a deputy from the Renaissance party, raised concerns about changes to the algorithm that appeared to favor specific content following Musk's acquisition of the platform.
Concerns Over AI and Inappropriate Content
Investigations subsequently expanded to address complaints about the Grok chatbot, an AI tool on the platform that facilitated the spread of pornographic content and AI-generated sexual deepfakes, particularly involving minors and women.
In February, authorities executed a search of X's offices. The platform has denied any wrongdoing and referred to the judges involved in the case using derogatory language.
Misinformation and Content Regulation
Recently, Reporters Without Borders lodged a new complaint regarding the platform's proliferation of misinformation. They noted, “Disinformation campaigns flood X,” and criticized platform teams for their unwillingness to remove problematic content.
Legal Scrutiny Across Europe
This week, employees of the platform were also called to testify voluntarily, with little expectation of their attendance. According to Paris Prosecutor Laure Beccuau, the objective is to ensure that X adheres to French laws, with these discussions aimed at clarifying the situation.
Notably, investigations into X have not been confined to France; similar inquiries have emerged from various judicial authorities across Europe, including the United Kingdom.
Regulatory Changes and Political Climate
Two years ago, Musk was warmly received by French President Emmanuel Macron at the Palace of Versailles during the annual Choose France event designed to attract foreign investors. Now, Musk has branded the judicial inquiry as “politically motivated” and issued strong criticism towards French judges.
This investigation coincides with France's efforts to legislate against social network use by minors under 15, amid increasing scrutiny on major digital platforms. Recent months have also seen inquiries initiated against companies such as Shein and Telegram.
Pavel Durov, founder of Telegram, was charged in August 2024 with multiple offenses, including the distribution of child pornography on his platform. He has publicly supported Musk, stating, “Macron's France loses its legitimacy when it uses criminal investigations as a weapon to restrict freedom of expression.”
